Section 1. Line of Succession
(1) In the event that the office of Vice President is vacant at the time the office of President is vacated, the Guardian Council will, by plurality vote, select a Guardian to serve as Acting President provided the Guardian in question is willing to do so.
(2) Should the Guardian Council be unable to select an Acting President due to a tie or failure of more than one Guardian to vote, the Guardian with the highest endorsement count will serve as Acting President provided they are willing to do so. Should there be a tie between Guardians in endorsement counts, the Guardian with the highest regional influence will serve as Acting President provided they are willing to do so.
(3) In the event there are no Guardians able to serve as Acting President, succession will pass to the following citizens, in this order and provided the citizen in question is willing to serve as Acting President:
a. a Cabinet Secretary, in the order previously designated by the immediately former President and according to willingness to serve as Acting President, and if no order has been designated by the immediately former President the Cabinet will be excluded from succession;
b. the Speaker of the Regional Congress;
c. the Chief Justice of the High Court;
d. the most senior citizen, defined as the citizen who has maintained citizenship for the longest continuous period of time, in order of willingness to serve as Acting President.
(4) The Acting President will serve only until a new President can be elected. A new election for President should be conducted as soon as practically possible.
(5) The Acting President may exercise any and all powers of the President, and will bear all the responsibilities of the President, while serving as Acting President.
Section 2. Delegate Transitions
(1) In the event that the office of President is vacated, or following election of a new President, the President or Acting President may opt to allow the former President or the resident with the highest endorsement count to serve as Acting Delegate for the purpose of facilitating transition of the World Assembly Delegacy to the President or Acting President.
(2) The Acting Delegate must carry out the directives of the President or Acting President, as well as complying with all laws of Pacifica, in regard to gameside administration and casting of World Assembly votes. Should the directive of the President or Acting President conflict with the law in the view of the Acting Delegate, they may request judicial review of the directive and petition the Chief Justice for an emergency injunction against the directive, which the Chief Justice may grant before appointing Associate Justices. Such an injunction must be followed by full judicial review of the directive. Should the Chief Justice decline to grant such an injunction, the Acting Delegate must carry out the directive.
(3) The President or Acting President may direct the Acting Delegate to vacate the World Assembly Delegacy at any time. The Acting Delegate must comply with such directive by resigning from the World Assembly or leaving Pacifica for one update to remove their endorsements. Such directive will not be subject to emergency injunction.
(4) Should the Acting Delegate fail to carry out the directives of the President or Acting President absent an injunction, or fail to comply with the laws of Pacifica, such failure will constitute Treason under the Criminal Code of Pacifica.
(5) The Acting Delegate may serve as long as needed to facilitate a safe, orderly transition of the World Assembly Delegacy, resulting in minimal loss of World Assembly voting power, in the judgment of the President or Acting President.
Section 3. Rule of Construction
(1) Nothing in this Act will be construed to abridge the power of the Regional Congress to remove an Acting President or Acting Delegate from office in accordance with the process for removing government officials from office mandated by the Constitution of the Republic of Pacifica.

Voting shall last for 3 days. After which the Act voting shall expire.
