Treaty of Friendship between Caer Sidi and Pacifica
Preamble
In order to establish a solid legal foundation for the bond of friendship that already exists between us, we, the signatories, commit to this Treaty of Friendship as the formal framework for diplomatic, military, and cultural cooperation between our two regional communities.
Article I. Diplomatic Relations
Diplomatic recognition
(1) The signatories, Caer Sidi and Pacifica, recognize each other's legal governments as the sole legitimate governments of each other's respective regions.
(2) Diplomatic recognition will be applicable to the governments established by the Constitution of Caer Sidi and the Constitution of the Republic of Pacifica in force at the time this treaty was ratified, and any legally enacted successor governments.
Diplomatic communication
(3) The signatories will maintain gameside embassies. Involuntary closure of a gameside embassy due to coup d'etat, invasion, or other disruption to regional governance will not be interpreted by the other signatory to constitute a violation of this treaty.
(4) The signatories will make available to one another means by which to communicate diplomatic statements and updates to each other, as consistent with each signatory's policy for such communication and as provided to other allies.
Diplomatic restrictions
(5) The signatories will not maintain diplomatic, military, or cultural relations of any kind with the Pacific while it is governed by the New Pacific Order or any successor regime sanctioned by the New Pacific Order.
(6) The signatories will not maintain diplomatic, military, or cultural relations of any kind with any region bearing the Fascist tag or otherwise regarded as fascist by common diplomatic consensus.
(7) The signatories will not vote in favor of offensive measures against each other in the World Assembly Security Council, including condemnation or involuntary liberation of each other's home regions. Voting in favor of liberation of a third party region will never be interpreted as a violation of this provision.
Article II. Military Relations
Non-aggression and mutual defense
(1) The signatories will not engage in military hostilities against each other. Participation of the signatories on opposite sides of a military engagement in a third party region will never be interpreted as a violation of this provision.
(2) To the extent practicable, the signatories will provide each other with defensive military assistance in the event of an attack on either signatory's home region.
Additional military cooperation
(3) The signatories will assist each other in legal transitions related to their home regions' World Assembly Delegate seats when requested.
(4) The signatories will cooperate in executing joint military operations in third party regions when possible and as consistent with each signatory's laws and policies.
Article III. Cultural Relations
Celebration of joint festivals
(1) The signatories will celebrate ratification of this treaty with a joint festival, as soon as practical following ratification of this treaty.
(2) The signatories will endeavor to celebrate a joint festival with each other to commemorate ratification of this treaty on an annual basis, as scheduling permits.
Additional cultural cooperation
(3) The signatories will endeavor to engage in other joint cultural activities, including but not necessarily limited to social and roleplay activities, as scheduling permits.
Article IV. General Provisions
Treaty ratification
(1) This treaty will be ratified and in full effect upon being legally enacted by both signatories, in accordance with their legal standards for enactment of treaties.
Treaty termination
(2) This treaty may be terminated at any time by either signatory, in accordance with their legal standards for termination of treaties.
(3) A signatory must notify the other signatory of termination at least seven days prior to the termination going into effect, unless the signatories have agreed to mutual termination.
