Dino for Regional Congress Speaker

Preamble
As we may all know, Speaker of the Regional Congress qwabourharbour was recalled this fine day. I served as a Deputy under him for a period of 6 days. Almost a week as a Deputy. Not a long time however just because I had only been in the region for a short period of time and Deputy shorter than of that, doesn't mind I can't hop into the Region's affairs. I want to thank Speaker qwabourharbour for serving as our Speaker. I don't say this just because I defended him and was his Deputy, I say it as a Citizen with gratitude and hope for a better future. I think it's time we bring change to the Regional Congress.
Goals
Procedural Rules Creation
As we may all know, the Regional Congress doesn't have any Procedural Rules. However, with guidance of the Constitution:
Since there is an absence of such rules, I will work in a bipartisan way to create such rules. I don't have an official draft as of now however what you can expect it in is if a proposed resolution is not made in a troll-ish attitude (what I am referring to is no this again.), how long discussions I'll last for and votes last for, and Deputy Speaker Succession (with guidance of the High Court). It will mainly be based off of Article II however it will be its own separate thing. I am open to suggestions for making one.
Resolution Creation Guidance and Encouragement
I notice that some of the only resolution authors have been Paull, Cormac, Wymond. Now it is an excellent thing that they participate in our Regional Congressional affairs very often and I congratulate them for their timeless effort to help the region. Nevertheless I want to get our fellow Citizens more involved in proposing legislation. I pan on making a long series of guides of how to make legislation in our Regional Congress with the assistance of my Deputies, Wymond, Cormac, and possibly others. The guides will help provide ideas and tips on how to make good legislation in he Regional Congress and making them become Law. I will also reach out to our fellow Citizens with these guides and encourage them to make their own legislation.
Voting Encouragement Campaign
While yes we do seem to get a good amount of Citizens voting in our voting threads, however, we have a total of 50 or so Citizens yet the highest voter turnout for Regional Congress voting is 17 Citizens. That's truly worrying. And especially for elections. Yes we have a bigger population than we had in January and the voting period is longer however I still find it important to increase the voter turnout in both resolution voting and elections. The Speaker administrates the Presidential and Vice Presidential elections unless they have vacated their position or is unable to administrate it. I will make sure not to vacate it (obviously).
However, the plan to increase voter turnout is to work with the Interior Department with a Citizenship recruitment campaign and help keep our citizens active by checking up on them. Every time a vote starts, I shall begin to telegram all of our citizens of the voting and to keep them aware of the voting. On the last day of voting, I will send out a quick reminder to vote before the vote closes. For Elections, I will do something similar however it shall be on the first day of election voting, third day, and last day. We need an active citizenship more than ever and an active Government.
Deputy Speaker and Staff Program
Regarding Deputies. As I said before, I will start a procedural rule for Speaker Succession. Most likely it will be the Deputy who has been serving as Deputy the poets and is willing to serve. I will be strict on Deputy applications. All Citizens are eligible to apply however I am looking for Deputies with an active voting history in the Regional Congress and has the skills to take on the role of Deputy. I will make sure to train my Deputies on how things work and especially train them for an emergency Speaker plan just in case of my resignation or recall, the office will continue to be active and healthy. I will also employ a Speaker Staff. I won't be strict on those Staffers. Rather, I will treat it like any Government Application. All Citizens will be eligible to be part of this staff. The purpose of the Staff is to mainly be trained to become the future of the Regional Congress. Whether that's Speaker, Deputy Speaker, continuation and senior Speaker Staffer, or something else. The Staff will also write for a special report which I will get to eventually. And of course, finally, they will alert the Speaker or Deputies of recent Regional Congress matters such as motions, secondnations, resolution creation, voting beginning, voting ending, and others.
Regional Congressional Weekly Report
Like I promise, I will discuss my little plan. The Regional Congressional Weekly Report (RCWR) will be a report sent to all Residents of the Rgion of Pacifica about certain matters such as Regional Congress Updates and Matters, current voting results, election updates funny quotes by our Citizens, and other Citizen Announcements that are legally allowed to be publicly disclosed. The Speaker Staff will help write and edit parts of it. Me and my Deputies will be eligible to have our own special comedic sections at the bottom of the Report. It will be mainly aimed at all Resident and Citizens however it is optional and you are willing to revoke or apply for a subscription to the Report. Of course the subscription won't cost money so don't worry.
Bipartisan Congress
I will work will all Citizens including Government Officials of Pacifica to work in a bipartisan matter to get legislation to vote and improve current legislation confronted to the Congress. I will work with everyone to help lead Pacifica in the right direction.
