World Assembly Act
Section 1. World Assembly Voting
(1) The President's vote in the World Assembly will be determined according to plurality vote of the citizenry cast via the off-site forum and Discord server. Citizens may vote to direct the President to vote for, against, or abstain from voting on a World Assembly proposal.
(2) In the event there are fewer than five citizen votes on a World Assembly proposal, the President may exercise discretion to vote for, against, or abstain from voting on the proposal.
(3) In the event the President determines that the citizen vote conflicts with the foreign policy interests of the Republic of Pacifica, the President may override the citizen vote and exercise discretion to vote for, against, or abstain from voting on a World Assembly proposal. The President must publicly articulate their reasoning for overriding the citizen vote.
(4) The President may approve World Assembly proposals at their discretion.
(5) The Republic of Pacifica may not enter into any treaty or agreement that requires the President to cast votes or approvals in the World Assembly in any manner that deviates from the procedure established by this Act.
Section 2. World Assembly Security
(1) The President or their designated Secretary may establish and administer programs and activities to increase the President's endorsement count, the endorsement counts of other government officials, or the endorsement counts of citizens and residents of Pacifica.
