Declaration of War against the New Pacific Order

Whereas the New Pacific Order, the governing regime of the Pacific, has in the course of its history committed numerous, flagrant acts of war against a multitude of regions, game-created and user-created alike;

Whereas one such act of war involved coercion of the peaceful, user-created roleplay region St Abbaddon and its then-Delegate Kitsco to exile Topid, a longtime native of St Abbaddon and the Founder of Pacifica, due to the New Pacific Order's contention that it had the right to possess the region Pacifica;

Whereas Pacifica was declared to be in a de facto state of war with the New Pacific Order by our Founder, as a result of the New Pacific Order's act of war in relation to his exile from St Abbaddon, during the pre-constitutional period prior to enactment of the Constitution of the Republic of Pacifica;

Whereas a military operation was conducted in November 2018 by The Black Hawks, a raider region that has repeatedly been wronged by the New Pacific Order, to displace the New Pacific Order from St Abbaddon and ultimately restore native sovereignty and self-determination by restoring our Founder to the Delegacy, leading to a declaration of war against The Black Hawks by the New Pacific Order for attempting to assist our Founder;

Whereas in the course of our de facto state of war with the New Pacific Order we have established friendly relations with other regions that have been wronged by the New Pacific Order, notably the game-created Sinker regions Lazarus and Osiris, against which grave acts of subversion were committed by assigned operatives and rogue members of the New Pacific Order;

Whereas the New Pacific Order has throughout its history expressed contempt for user-created regions like Pacifica and many of our friends abroad, the sovereignty and self-determination of our native communities, and our positive and mutually beneficial relations with game-created regions, due to the abhorrent and incoherent Francoist ideology that has guided the New Pacific Order since its inception;

Whereas the Republic of Pacifica stands in unwavering solidarity with friendly regions, user-created and game-created alike, that have been attacked by the New Pacific Order and that have justly declared war in response to repeated acts of belligerence by this interregional menace;

Whereas the New Pacific Order's recent gestures toward peace have come too late and cannot be trusted, in light of similar gestures made following prior acts of war by the New Pacific Order, which proved to be fleeting and ultimately yielded no real change in the regime's conduct toward other regions; and

Whereas Article II, Section 6 of the Constitution of the Republic of Pacifica stipulates that war must be declared by two-thirds vote of the Regional Congress, and at the request of the President, requiring legal formalization of Pacifica's de facto state of war with the New Pacific Order; therefore, let it be

Resolved that the Regional Congress, at the request of the President, declares war against the New Pacific Order on behalf of the Republic of Pacifica; and further

Resolved that the Regional Congress authorizes any and all military action deemed by the President to be prudent to prosecute war against the New Pacific Order, within the Pacific and regions classified by the President as allies or protectorates of the New Pacific Order, or regions classified by the President to be threatened by the New Pacific Order.
