A couple things:
I'm not sure I care for Section 1(1). The Chief Justice is already prevented from holding any other office, though if we wanted to explicitly say the Chief Justice can't serve on the PEAC just to be sure it's covered, I'm okay with that. I'm less okay with preventing Associate Justices. The idea behind the way we do Associate Justices is that the Chief Justice and the Regional Congress can decide on a case by case basis who to appoint to serve as Associate Justices, and in the event a member of the PEAC has a conflict of interest on a particular case, they just wouldn't be appointed to serve as Associate Justices on that case. So my preference would be not to have a blanket prohibition against PEAC members serving as Associate Justices. We can manage conflicts of interest that may arise on a case by case basis.
I don't love Section 2(3) either. If this is a committee to advise the President, I think the President should have primary discretion on who is added or removed. I think letting the Regional Congress remove a PEAC member is fine, but letting the committee itself do it seems excessive.
Aside from that, and a few spelling ("disgression" --> "discretion," "expell" --> "expel") and formatting errors, this looks like a pretty good bill.

I've got no issues with this. It helps to set out clear guidelines for any future President/Foreign Affairs Sec.
